 (通過責任感我希望傳達的意思是，提高政策執行者對主管貫徹該政策的高級官員的敏感性。)

 (我在上文的"責任感"的意思是，提高政策執行者對於負責貫徹該政策的高級官員更能應答。)

"敏感性"固然可表示對人的RESPONSIVENESS ，不過它已有負面的意思。
